no, but as long as it's sort of similar to your eyebrows it's ok. I have light blonde hair and light brown eyebrows. Just never wear black mascara if you are blonde.

well, they have to be in the same shade but not necessarilly same color...if you've got black/brown hair, then your eye brows should be dark also...if it's lighter then it has to be lighter...
